Organisational Profile
The Department of Transport and Regional Services provides policy advice to the Ministers and Parliamentary Secretary for the Transport and Regional Services portfolio and delivers a variety of programs on behalf of the Commonwealth Government.
It is the Department's role to advise the Government on the policy and regulatory framework for Australian airports and the aviation industry. Our aim is to foster a competitive, sustainable and safe aviation sector through appropriate regulation, program delivery and policy development.
Regulatory oversight of the major Federal airports via the Airports Act 1996 and accompanying sets of Airports Regulations 1997, the long‑term airport leases and airport sales agreements is managed by the Airports Branch within the Aviation and Airports Division.
Key Issues
- Consultation arrangements – particularly regarding land use planning and major developments (especially non‑aeronautical).
- Key infrastructure linkages (e.g. road access, public transport, utilities [South Western Sydney Ocean Outfall System at Sydney Airport], water recycling at Parafield and Sydney Airports);
- Environmental protection with regard to the complex range of industrial activities undertaken and proposed for the major airports (e.g. proposed new brickworks at Perth Airport,).
- Off-airport land use planning - has a number of more immediate impacts and long‑term consequences for the major airports. For example:
- There is a need to prevent urban encroachment; and
- The capacity of inappropriate high‑rise development to comprise protected airspace.
Research Priorities
- Logistics interfaces – particularly with regard to road and rail corridors connecting or traversing the major airports.
- Economic importance and benefits provided by the major airports (e.g. employment, investment, employment, tourism, trade, technology, corporate contribution [e.g. ex gratia payment in lieu of rates]). Quantify and qualify.
- Land use planning approaches – which ones work and why; planning disasters and their impacts.

Organisational Profile:
Queensland Transport (QT) has a variety of roles and responsibilities in the aviation sector ranging from administering the regulated air services network and assisting in the development of regional airports to regulating development in the vicinity of state significant airports. A further key role is the development and facilitation of integrated transport plans and policy to ensure urban and regional land use and infrastructure development is economically efficient, sustainable, coordinated and equitable.
Key Issues:
- Airports generate high demand for passenger and freight transport
- Non aeronautical development generates additional transport demand not consistent with services supplied to airports
- Airports are strategically significant transport infrastructures that are critical components of the transport system and the development of this infrastructure and services are critical to economic development.
- Associated non aeronautical development is also important and needs to be integrated with state, regional and local land use and infrastructure planning and development. .
- Effective governance arrangements to ensure this integration rather than development in isolation.
- Safety and amenity considerations of development on and in the operational vicinity of airports
- The impact of development on the adjoining transport network.
- The ability of existing transport services and infrastructure to cope with development.
- The potential for better use of existing services and infrastructure and any anticipated need for enhancements.
Research Priorities:
- Best practice in management and governance arrangements providing optimal land use planning and associated infrastructure delivery.
- Tools to determine marketability of new regional airports or substantial airport upgrades
- How do planners factor in amenity implications for airport development?

Organisational Profile
Main Roads works in close partnership with local governments, industries and communities to determine priorities for work on the state-controlled network. This network carries 60-70% of Queensland’s traffic. It is the lifeblood of the state’s economy and regional development. The network helps all Queenslanders’ quality of life by giving them access to jobs, health, education, recreation and other services.
Key Issues
- Balancing land use change (development) with transport. Ensure one is not out of sync with the other.
- Main Roads has no ability to control development on Commonwealth leased airports, so has great difficulty in providing appropriate infrastructure for transport to match airport development.
Research Priorities
- How land use and transport planning are managed around the world (what is world's best practice).
- What is world's best practice legislative framework to manage airport planning in Australia and what does the Commonwealth (and perhaps State/ Local Government) need to change?

As of April 2008 a new organisational structure was introduced for the Department of Infrastructure and Planning. The department is organised around four key organisational groups: Planning, Infrastructure and Economic Development, Infrastructure Delivery, and Strategy and Governance.

The Department of Infrastructure and Planning works across Queensland to ensure planning and infrastructure essential to our state’s prosperous future are developed and delivered. The Queensland Government has brought planning functions together into one department to lead local, regional and statewide planning initiatives and has embarked on the largest infrastructure program in the state’s history.

- Contribution of airports to regional infrastructure especially for non-airport related activities.
